Dear Budget Leaders,
I am writing on behalf of [Organization Name]. We urge you to support funding for rehabilitative, community-based, in-prison programs in the 2025–2026 state budget. Specifically, we ask you to approve a $20 million allocation from the General Fund for the Rehabilitative Investment Grants for Healing and Transformation (RIGHT Grant 3.0).
This funding would sustain critical programming delivered by more than 100 community-based organizations (CBOs) across all CDCR institutions. These programs are vital to public safety, rehabilitation, and the long-term well-being of all Californians.
According to CDCR’s latest recidivism reports, participants in CBO-led programs are half as likely to return to prison. These trauma-informed, community-led programs are essential to the success of the “California Model,” which centers healing and rehabilitation.
Last year was a difficult budget year, and rehabilitative programs are already in a precarious position. Without this funding, many of these life-changing programs may be forced to cease operations entirely—jeopardizing progress, increasing recidivism, and undermining efforts to reduce the prison population.
This is an investment in safer communities, reduced state spending, and drastically lower rates of recidivism. Please support funding for RIGHT Grant 3.0!
Sincerely,
[Your Name]
[Organization]
